PROCEDURE FOR ARTHUR TROOP SCHOLARSHIPS

1.       In order to support professional education and to complement advanced training, ten ‘Arthur Troop Scholarships’ may be awarded annually by the PEB, preferably including at least one from each continent.

2.       Each Scholarship shall consist of a bursary of up to 3,000 Swiss Francs, that is to be used for a seminar at the International Conference Centre ‘IBZ Schloss Gimborn’, or a comparable institution, and shall include travel and accommodation expenses. 

3.       The total amount awarded annually shall be 30,000 CHF.  If the full amount is not distributed, in accordance with paragraph 4, monies remaining may be moved forward to the following year and used for additional scholarships. 

4.       The Scholarship shall be awarded to IPA members in police service, but is predominantly targeted at the younger, lower ranking member, who is not generally in the position to avail of police service funded courses. 

5.       The applicant must have been a member of the IPA for at least one year.

6.       The member must submit a completed application, giving reasons why IPA should grant the Scholarship.  The completed application must be processed through their National Section, who must give a written supporting statement and forward the application with the attachments to the International Secretary General (IAC).

7.       The closing date for receipt of applications by IPA (SA) HQ  is the 30th August 2011.

8.       The Scholarship must be taken between the 1st January and the 31st December, of the year following the grant of the Scholarship.  Extensions will only be granted under exceptional circumstances.

9.       Applicants will be pre-selected by the International Professional Commission (IPC) for the Scholarship. The IPC Chairman will submit up to ten (10) suggestions to the PEB. 

10.    The decision of the PEB is final and no correspondence will be entered into.

11.    The International Secretary General will inform, in writing, the successful candidates, and their Sections.  This will also be circulated in the International Newsletter and the IAC homepage.  If selected, the applicant agrees to their details being published within IPA circles.

12.    On being awarded the Scholarship, the scholar shall submit an estimate of the costing (budget plan) of the preferred course/seminar, including travel and accommodation, in compliance with the Travel and Accommodation Directive.  The budget plan must be approved by the International Treasurer.  After completion of the chosen course/seminar the approved costs will be reimbursed from the International Treasury upon written application.

13.    The selected scholarship winners will write a report to the PEB on completion of their chosen courses/seminars and agree that such report(s) may be published within IPA circles.

14.    Each Section is allowed to submit applications each year.  If there are an insufficient number of eligible candidates, the IPC can suggest a grant may be given to more than one member per section.

15.    Scholarship awardees shall be disqualified from making a further application for a period of five years.
