ARTHUR  TROOP  SCHOLARSHIP  -  GIMBORN

Sergeant Tinus Etsebeth, IPA member of the West Coast Region recently attended a

seminar for police officials

at Gimborn Castle in Germany.  He submitted the following report and photos

reflecting this wonderful opportunity made possible by The International

Police Association :-

Sgt Tinus Etsebeth - South African Police Service

“The following is what I experienced while I was nominated to go to Germany by the

International Police Association.

I am a member of the International Police Association. During 2007 I applied for the

Arthur Troop Scholarship, a scholarship which is allocated to IPA members in the

Police Service to attend police related seminars at the

Information and Education Centre (IBZ), Gimborn, Germany.

I have been nominated as one of the 10 police members from around the world for the

2008 Arthur Troop Scholarship 2008.

I am only the third member, according to the International Police Association South Africa,

to be awarded an opportunity to go on such a trip from South Africa and proud to

 be representing the

South African Police Service as a member of Protection and Security Service.

The scholarship consists of a bursary to visit Gimborn in Germany for an

International seminar at “Informations – und Bildungszenirum Schloss Gimborn” (IBZ),

it is an international recognized educational facility.

Gimborn is about 30 km east from the City of Köln where the nearest airport is.

The institute that deals with crime related topics that promotes education amongst police

members around the world by the interactive discussions. There were 23 people

attending the seminar from countries around the world including

England, Ireland, Sweden, Sri Lanka, Northern –Ireland and Germany.

A large variety of different subjects are offered:

Peace keeping missions

Organized crime

Sexually motivated violence against children

Islam and Islamism (Islam and terrorism)

Legal and illegal drugs

Serious and Organized crimes in South East Europe

I applied to attend the seminar on “Sexually motivated violence against children” in

May 2008

because of the fact that it is one of our priority crimes according to our government.

At the seminar criminologists, psychologists, senior heads of police and doctors that

specializes in the field of criminal behavior, presented the lectures to the participants.

After the seminar I came to the conclusion that all the police around the world battle with

crime in one way or another in there country, money for members and new equipment

are also a problem.

During the seminar at Gimborn there was a relaxing feeling to the seminar; I think because

all of us were in the field of crime prevention and crime combating it made discussions easier.

The experience helped me to realize that the seminar is actually a building

platform for combating

these crimes. The experience that I gained would sometimes take months to gain;

here we did it in one week.

The lectures were outstanding and world class. All the members at the

seminar had the ambition to learn more and that is what sets us apart form the rest.

I have met so many friends during the seminar, from Germany, Sweden, England, Sri-Lanka,

Cyprus and Northern Ireland, and the communication was no problem because of the

experienced interpreters at the seminar.

After the seminar I was given the opportunity to work with the police in Cologne for

two days as part of the scholarship observing their daily duties. I would like to thank

Johannes Holl from the Cologne Police for this opportunity;

he and his members at the Police station were very helpful and true

ambassadors to the German Police.

This was my first visit to Germany and not my last! I have seen so many things

that give hope to all, thanks to IPA.

I realized that especially for countries that is far away from Europe it is extremely

difficult to embark on such a journey especially from a 3rd world country; I would

like to thank IPA for this opportunity of recognizing

members from around the world.

I have seen what most dream about; ambition is the most powerful tool for any police officer.

I have decided to go again in a couple of years, maybe then I will also give a lecture.”

VISITORS   FROM   ABROAD

 From  Sweden

Orjan and Ingrid Biewald from Stockholm,  Sweden kept their promise and returned

to South Africa for a visit of several weeks in November.  They were delighted to see

so many whales during their stay in the Cape Town area.  In Oudtshoorn they explored

the caves, the Swartberg Mountains and played with baby cheetahs.  In Knysna they

joined a braai function held for a German IPA tour group.

 From Germany

In November 2007 Guenter Lambrecht brought a German IPA Tour Group of 24

members to South Africa.  They toured the country and visited several regions.

In Knysna (Garden Route Region) they were treated with a braai evening.

Not even the rainy weather could dampen the spirit of dancing, German folk singing and yodelling

and we all shared a joyous and memorable evening.

On Friday 30 November 2007 the IPA Western Cape and IPA West Coast Regions

combined and hosted a “spitbraai” at IPA Timour Hall Villa, Cape Town for tour groups

from Germany and Swaziland (each with more than 20 participants).   The evening was

a huge success with Germany and Swaziland in an informal singing contest, thus contributing

to an outstanding spirit in forming new friendships between South Africa, Swaziland and

Germany.   Sincere appreciation is extended to Deon Huisamen and family for organizing

this fantastic event, which the German tour leader, Guenter Lambrecht described as the

highlight of their tour.

Rob Pollitt (Western Cape), Pius Mkhonta (Swaziland),

Ulli Gehring (West Coast) and Guenter Lambrecht (Germany).
